You'd rather ask Odoo sales directly for official answers. Here is my

I guess is is a modified licence or an addition to the licence.

Your customer buys the service directly from Odoo, you are supposed to
check his contract periodically. (at least it is what I do)

I don't think you are allowed to. The customer must contract directly
with Odoo. You, as a partner/reseller, have access to enterprise code,
but not allowed to distribute it.
It is proprietary software, not a kind of closed community open-source.
