Try importing the inventory from CSV. You already have the product data. If you have the actual counts, include a column for that. The system should create an inventory record, and all the product count records. Note: You need to specify the option "Select Products Manually." That way, when you click start inventory, the product records will not get overwritten.
Formatting the CSV is a little tricky, but it worked last time I tried it.
To set the initial stock, I had to import it using the import feature and yes, have done this before. The point is when performing inventory adjustment, even selecting the option "All Products", not a single product is loaded into the adjustment because the current stock was zero and it seams illogical to me to add manually product by product (Add new item link), they are over 250.

In Odoo V9, after importing about 250 products do warehouse, initially they have no any stock move associated with them, so all them have 0 on hand quantities.
When I try to perform the very first stock inventory and choose inventory for "All Products" it happens that not a single product is loaded except those one or two I've make a sale (thus generated stock move for those). The point is I select All Products in inventory and after starting the inventory only products with stock moves will be automatically get loaded into the inventory.
