You can create odoo config file, in which you can specify path of your addons. and then start Odoo.py with that config file.
I think that will solve your problem. making single directory is not idea I guess.
In this you also can create config file per project.
For example Project A will need X, Y and Z directory of addons and Project B will need P,Q and R directory of addons:
You can create config file for :
Project A : Odoo_ProjectA.conf (contains addons path of X,Y and Z directory)
Project B : Odoo_ProjectB.conf (contains addons path of P,Q and R directory)
