My professional origin is the construction/contractors world. A possible approach (and the one I personally use) could be with Analytic Billing Plan (https://github.com/projectexpert/pmis and https://github.com/projectexpert/FULLPMIS), where from the project form (while in the bidding/initiation stage), you encode billing plan lines without products and create billing requests from them (using the action) which in the next step create the quotation. If losing, you can simply close the quotation and the project, if you win, you equip your bidding lines with corresponding products (creating them and their related BOMs where necessary), create new billing requests (with the products and BOMs) and update the quotation from them.

That way I avoid having products and BOMs I'll never use in my DB at least for the projects I never won. The main difference in approach is, that I consider the project started the moment I started working on the opportunity (project in conceptual stage) and not only after and if the quotation was accepted (project in execution stage). The PMIS workflow gives the possibility to issue a Change Request from an opportunity, which can create a Project (so we don't transform the opportunity in quotation, but in a project), and from the project we can create billing requests which initiate the sale workflow.

To simplify: project management workflow is used between the normal CRM and Sales workflows. The project conceptual stage is actually the stage when we do quotations, the initiation stage starts when the quotation is accepted, etc...

In construction business they use the concept of "Bill of Quatities" . It s a kind of  "Macro product template" or macro BOM. Construction companies use this when they quote for bids. Ex:  every floor is composed of concrete beams and slabs. amounts and sub componenet can customised, but never stored as real product in Odoo. We already implemented some thing like for the specific case on construction company. You can do the same for your case.

We can of course do the whole quotation within odoo, figuring out its production costs, create boms for every single item.
But we dont always win a bid (or our clients dont win a bid).

if we DO win, its only 1 press of a button and production/purchase starts automatic, so there is a win win.
but if we/they dont win.. there we are, with a system full of specific products we never going to use again since there are project specific. 

So i would like to know your experience on this, how do you handle these kind of projects? you simply put everything in odoo, or keep things separated and put it in odoo when you close the project, or something else? any ideas?
