We have created such a module. It allows to import any csv or xml. Either through ftp folder or through web interface.

It is all configurable through web interface, so no coding required at all. I can perform a demo if you are interested. It is not open source,  though

I do that by webservices, with OS's cron... (too dangerous IMHO left people put by ftp things in the server reachable folders).....
 
Basically.
 
1.- Do the script.
2.- Configure a crond task.
3.- Open an **sftp** folder.
 
I use odoorpc as lib (fairly easy).
