Ya sure you can using odoo framework make your own module.
I am also work on some module using odoo framework.
odoo framework is great opensource framework in which what you think you can do.

If you want to build from 0 odoo is not the option, too many other options easies to start from scratch.

BUT, not use odoo and what is already done is not a good idea.!

In Odoo you can modify all the core without touch the core itself.
