Step1) To create a pdf based in different pictures taken from any mobile, I use SOS Notes app from Oxford. It's free and available for iOS and Android.
Step 2) After obtaining pdf (ilimited pages and pictures) you can attach it in odoo expense, send it by email or share it in dropbox as indicated by Nhomar, Eric and Antony.

There you can check administrator's today expense with attachment, created entirely from my android mobile.
Only requirement is to use an "Oxford SOS enabled" paper page in the back of your tickets. As you can see it uses some guides printed in page squares.
This is a small disadvantage, but helps getting a quality document. And that's Oxford's business :-)
And no, I don't work for them.
Maybe you could find another similar app without this requirement.
