Trying to clarify: 
The idea would be to have an app in the phone that collects a set of pictures (photographs of parking, restaurant, whatever...) in one file (PDF, most likely) and allows some type of upload into Odoo. 
Interim compromise: Build a single PDF file and email it to the user who downloads it to the computer and from there, yes, uploads it manually into Odoo. 

This is not a difficult development, but you will face 3 problems I see (this feature has been asked to me something like 10 times and nobody wants to do hat because at the end it will bring more problems than solutions).

  1. OCR: Te image should be scanned in server side to fill the lines I suppose, and bring back some kind of OK to you, then you have a huge amouts of ticket formats then scan something with that kind of diversity efficiently is a HUGE development (almost being alive) then we have solutions availables bou the business value for that feature is too little for the effort that it represent (frequently).
  2. The flow itself: What you want to do, what are your expectations once the file is attached to what?, it means you need a line per invoice, a line per item, approve separatelly and automatically the document? it means it is so dofferent from company to company no there are any **good practice properlly documented, we achieve a huge process wheich we tried to implement and somebody else in the community kindly graphic with PR included ;-). here -> https://www.odoo.com/apps/modules/8.0/hr_expense_replenishment/
  3. Connection and technology: In your case I should do a responsive odoo module (alá stock barcode) in order to not have a a client in the phone, then you simply once need to load, connect in your phone to odoo normally call the link and upload. You can see some very simple examples here: http://screenshots.vauxoo.com/oem/62afc5-520x494.png this is pretty simple with a good programmer in web techs nothing new there.

Then as you can see IMHO it will be difficult find something really free and finished by a little priice, if you found some other choice that do that specific job you should try it and the sync with odoo.

Other option is simply teach you users how load properly that (a manual of an afternoon) and expend 1 man hour per travel uploading such documents.
