Well, it almost worked. When creating a project issue in the GUI I was able to get an email (once I had changed the email queue interval from 1 hour to 1 minute). But I have also enabled creating issues from emails (which technically means creating over JSONRPC) and then the action is not triggered.
Is this to be expected? Bug or feature?
