Odoo use a local path to save your attachments.

If you make a postgresql backup and restore, you need copy the folders of attachments too.
The default path is /var/lib/odoo/.local/share/Odoo/filestore/{DATABASE_NAME}
(This path can be modified in you openerp_server.conf)

old database: gretis_india
new database: gipl

You can run:
cp -r /var/lib/odoo/.local/share/Odoo/filestore/gretis_india/* /var/lib/odoo/.local/share/Odoo/filestore/gipl/.

If this path don't is your current filestore path you can find it with:
find / -type d -name filestore
find / -type d -name {DATABASE_NAME}

Did you changed the name of the database?

It means the deleted data base was DB1 and the new database was called DB2.?

Can you put here the output of this command:

ls -aslh /var/lib/odoo/.local/share/Odoo/filestore/
