That is kind of the point of GPL Licenses, the freedom to modify and redistribute.  It really isn't an issue, it is expected and proper (even desirable) behaviour agreed to by the author when they chose the license. 

Clearly that portion would still need to be GPL licensed and they would retain copyright of that part.  Additionally your own code would need to have a compatible license.  In terms of submitting to OCA, they would also need to have signed CLA and agree to its submission.
