New US Federal Payroll module/localization

I wanted to share a new module I built for localizing payroll rules for the United States.

I also wanted to ask what the best practices are as far as localizing hr_payroll_account, as it would be ideal to create a couple of extra accounts to best abstract the various payroll liabilities.  I didn’t do that because I was worried that could lead to maintenance problems, especially if anyone ended up customizing their own accounts after module installation.

Any feedback would be appreciated.
