Of course does Odoo calculate VAT properly, not only in the german
localization.
In the country localizations you'll find usually 2 tax codes for a
particular tax rate, one which is specified as tax included in price and
one which is specified as tax excluded from price (see Dominique's answer).

If you specify a gross price/amount, you do obviously have to apply a
tax code with tax included specification.
