Are you referring to the 12 digit id card number or the 11 digit person number? Wikipedia has some info on this:

ID card number, 12 digits in the form xxx-xxxxxxx-yy. The check-number yy is theremainder of the division of xxxxxxxxxx by 97.

I would suggest to ask the Belgian localization group of the oca if someone has developed a module for this.
