I fail to see your point.

If it's so important for you, it's quite easy to ensure you're using OCA 
modules:
Just clone them from GitHub, or check the repository URL to see that it 
comes from github.com/OCA.

Code in the OCA is in the OSI license the authors chose to use and it's 
not OCA's policy to change them.
The OCA does create ideal conditions for the code to collaboratively 
evolve under those licenses and stay free, even if the authors change 
their minds later, or just stop contributing.

The license for the existing modules is clear enough, and I don't see 
the point nitpicking with the existing legal disclaimers.
It would be preferable to instead have a contribution guideline advising 
how to assert the copyright and license.
It would be the enforced for new PRs and for the modules ported from 
previous versions.

If you feel you have something to contribute on that area, the best way 
to do it is to create a PR proposing changes to this file:
