back to initial question of this thread :
if you wish users to get the list of the databases they are allowed to connect to, I suppose you are in a specific business.
If your business is running databases for production, may I recommend not to use multi-db, and even protect services from each other as a minimal security requirement ?
If you run many databases for other purpose, for example training or education, then sharing services between users is not so critical. You may then be interested in what is done currently  for a Mooc based on Odoo hosting (~6000 databases currently). Just ask.

There are a few other projects like this, some specialising in general purpose SaaS, and hosting orchestration, and some focused on hosting Odoo as SaaS.
