By default Odoo will allow you to do that either with an SO of 1000 and 10 backorders or (now in v9), an original SO of 100 that you up sell for 10 times.
Another option is to create a contract for 1000 and have 10 SO depending on it (I think in v8 this case was better handled though).

In short, a lot of manual option but no real automated way so far (there was a module back there in v5 or 6 about SO delivery lines).

My understanding of Call-Off is that an initial order is to be delivered in tranches over a given period. E.G. 1200 items will be delivered in batches of 100 each month over a year.
