Check in project settings (privacy / visibility )

Where you will find three options:
-customer project (where related customer can access through his portal)
- all employees: (in 8 it was internal project - it's accessible to employees only)
- followers: (project only viewable to added project followers)

I have two projects, both are set as customer projects but have no followers.

My portal user is able to see both of them. I thought the idea of the access settings on the projects was to give you the possibility of having a customer accessing only their own projects?

Is this a bug? Or am I missing a feature?
