I highly doubt this is a database related error - the Odoo web client does not connect directly with Postgres; the information is sent from the Odoo server to your browser via HTTP(S) on port 8069.

It is much more likely that the port is blocked by your hosting provider. If you're unwilling to provide information, then there is no possible way for us to help you. You'll have to google the issue for yourself.


Also, on the subject of remote Postgres access, do not enable remote database access unless it's 100% necessary - It's a potentially serious security hole.

But that postgres does block access from outside by default.

to check what postgres version is running (to select the correct pg_hba.conf 
file) run:
psql --version
