1- Has any one did some performance testing comparaison between v8 / v9.  ( data loading time, smoothness of the interface )

1.- If you Follow this manual you will find some tools which are pretty straight forward to follow:

2.- We can not talk about "general" performance issues without measure them, it means, some configurations can bring more performance problems than others, even a performance problem is considered a BUG for Odoo SA, but you need give very specific detail in order to measure correctly (remember again you can not fix what you can not measure).

3.- Be careful about the "top" command, this a very basic measue tool, but it says too much lies which can start to makes you auto-support some lies in terms of what to do.

4.- I recommend always hire a very good physiscal server (a good one cost less that 100 bucks per month), you can set there a real test environment without several noise around the virtualization itself.

We used digital ocean at begining but they have a real ISSUE, they share between a single host location the bandwidth between servers.

It means, you will not ever be able to use more than 1 or 2 mbps (I don't remember exactly) between all your servers in the same zone, we solved this moving all to amazon and/or physical servers rented on ovh.
