This has been discussed many times already. The initial question was
about developper perspective in Odoo future. Nevertheless this is what
ends up generally from theses discussions.
- can a vertical market developer sell a hosted odoo service with an
odoo base : yes
- some of their own proprietary modules : yes from Odoo V9 which is LGPL
- some paid modules (LGPL license) : yes, nevertheless I'm not sure
about paid modules license
- some community modules (AGPL) installed : if this module is
co-copyrighted by OCA, yes, else NO but if you have all authors
permissions.

This is no longer true since Odoo V9 which changed the license from
AGPL to LGPL. You no longer have to give access to source code with V9
if you don't dristribute copies of it and if you do, you have to give
source code of Lgpl, GPL and AGPL parts only.
Regarding "fair and legal", for me any proprietary business is legal
but unfair, but it is for me only (and some friends).
