I don't read the document the same way, in particular the picture on
the left, where both third party proprietary and OCA modules co-exist.
I translate Community Apps by OCA modules, because there is no
definition that I know of Community Apps. Any proprietary module which
doesn't explicitly depend on an OCA AGPL module is tolerated whoever
the author is. An agreement which would depend on who the author is
not possible in this context [even if a tentative was made with the
AGPL + Exception if some of you remember these times.]
What is True for odoo as an author is true for anyone. The third party
can add his own proprietary modules on top of Odoo Community or Odoo
Enterprise. According to this agreement, he can also use OCA AGPL
modules by not putting it in depend list.
