so, what would your interpretation of the license be? That you can't 
install your AGPL module on an Enterprise install? If so, clarify that 
is your intent in your license file and then re-read freedom 0

Freedom 0 is for users - if you want to just use Odoo internally, you don't need to abide by the AGPL redistribution clauses (unlike what some people claim, the (A)GPL licenses do _not_ force you to give back, their purpose is to make you give forward to subsequent users).

But if you're a company that hosts Odoo for others, you're no longer in the role of the user; your clients are, and you are required to grant _them_ those rights.

So, to the question "you can't install your AGPL module on an Enterprise install?", that depends on who [you] are. Are you a user? Or a redistributor?
