I'm afraid you take a specific interpretation of the licence for your
own truth. Odoo and OCA have decided to support this loose
interpretation, but this is only valid for the modules they own.

I'm sorry but nobody knows until a court has said its truth. I
wouldn't bet. Keep in mind that OCA was a compromise, not a strict
application of AGPL which would have led to bug trouble. Non OCA
modules are not covered by OCA statement.
