Supose a customer contracts enterprise but he only wants to pay one year (take V9). He wants to stop paying next year.

It's a subscription, not a permanent license for life. If you stop paying Odoo Enterprise, you must stop using the software.

You can migrate to Odoo Community if you want and you still own your Postgresql data but you can not use the Odoo Enterprise modules anymore.

Would it be necesary to uninstall all enterprise modules he is using?

Yes.

Is it mandatory he goes back to community version loosing his data? Could him decide to stay in V9 using enterprise modules without migrating to v10?

No.

What about if he pays for improving an enterprise module... Could him publish his modules on community even if it will be only available to use on enterprise instances?

Yes. In this case, we recommend to use the LGPL license (not AGPL) that is compatible with both versions. (community and enterprise)

And again... If he stops paying he will be able to go on using the enterprise + his customized modules on v9? Or not?

No, if you don't pay for the software, you can not use it.

We need just to know the answers because we really don't know how it works.

We published a FAQ a few weeks/months ago, but I don't have time to search for it. I will send more info if I have time today.

Would it be possible from Odoo to prepare a kind of different scenarios like this ones that could happen with enterprise/community version?

I realized today that we are a little bit lost in front of new comming situations.

It's normal, it's a huge change.

I confirm that if the customer has an Odoo Enterprise contract you are of
course allowed to work on his version on his behalf.
