There's already a module that populates all of this data through a wizard, connecting to a popular service like GeoNames to get the data: https://github.com/OCA/partner-contact/tree/8.0/base_location_geonames_import, so I think there's no need for static, hard-copied data import.
If data is incomplete or outdated, we can contribute to get to date with GeoNames instead.

Regards,I would be extremely interested too to add them in the l10n_base_data groups (https://github.com/sysadminmatmoz/pmis), where I handle the state/region/province/city(zip) in a similar way than the base_location module, but divided into standardized data groups per country (to be able to have more than one country in ZIP completion).
