look at the modules we built initially for Brazil but later usptreamed to the fiscal rules project of the OCA, it does exactly what you need, declined for sale, purchase or even invoices based on raw picking orders: https://github.com/OCA/account-fiscal-rule/tree/7.0
Not everything has been properly merged in v8 but still the PR are usable (I should sort out a few testing framework side effects before having the v8.0 ports merged).
