On the saas the addons path with enterprise module will be available. You are 
free of course not to install modules from enterprise.

If you use enterprise feature and leave the saas you have to choice to either 
purchase enterprise onpremise or not to use the features. If you choose to do 
so you need to disable the modules in ir.module.module.
