My experiences so far from regularly changing themes (for customer offers):

I do uninstall a theme completely before installing another one. So far 
I did not have problems with building blocks incompatibility, but I did 
not use timeline yet. It is difficult switching from a theme with a 
certain building block to another theme that does not have this building 
block, but data does not get lost, as soon as you install a theme with 
the same building block again, it works again. But unfortunately enough, 
not all themes do include all building blocks, which is very annoying.

It is important to regularly check the theme version, as this is not 
reflected in the version number of the theme. So be sure you have the 
latest versions installed!
