"Developer mode" is just adding a "debug=" query string to the URL, so "http://example.com/web#model=..." becomes "http://example.com/web?debug=#model.."

So, a simple way is just to create a bookmark that links to http://example.com/?debug=, then you'll automatically be in developer mode.
