Welcome to China...
One the reaons is the fact that Odoo contains a lot of references to Google services/content which is blocked in mainland (resp Twitter, fb etc.).
Odoo website is slow or blocked according to the level of severity of the government blockage.
We have been/are testing with Olivier Dony to seek solutions.

The new UI will be both available on Odoo Enterprise and Odoo Online (saas).
Partners/developers can resell Odoo Enterprise to their customers to benefit from the Enterprise features.
