I've also had issues using multiple warehouses and locations. Getting to change record rules gets very tricky an is time consuming. I solved this by creating an admin account per location. Once this is done, I logged in per location (with the relevant admin account) and created users/locations/warehouses. Once this will all done, I logged back in with the main admin account to create the push/pull rules. This was on V7 - I have not tried this on V8 yet.

Another area to look at is the product locations and the access rules around those.
