From a licensing standpoint, Odoo is released under the AGPL software so you can have an unlimited amount of users connect to the server. If you budget approves it, you should (but are not required to) purchase an Odoo Enterprise license to obtain support and upgrade services.
From a technical standpoint, Odoo can support 50 concurrent users accessing an Odoo implementation, but the server infrastructure needs to be properly configured to provide adequate performance. I recommend you work with someone who is experienced with the configuration and customization of Odoo (like ITpedia Solutions).
