In the top you have a button call "attachment". If you click it show the files you add. Click the right mouse button on the name of the file and select "copy the link". The paste it to  link in a text on the website page.

I have upload the file in the knowledge module,

I save it. And in beside file content there’s a link called “download file name”

When I right click this link and copied the link address, what I got is just like this:

javascript:void(0)

3)  add in the website a text with Internet link and copy the previous link.

All you have to do is add a "<input type="file" name="file_name"/>" to your view inside a form

 

You will need a method that receives that through post it will take the form of werkzeug FileStorage object (http://werkzeug.pocoo.org/docs/0.10/datastructures/#werkzeug.datastructures.FileStorage)

 

From there you can check the file.mimetype == 'application/pdf' and store it either in the filesystem or in Odoo database in base64 format
