Hi
1)You can add the file in the knowledge module.
2) in file top button select link of the file with the right mouse button.
3)  add in the website a text with Internet link and copy the previous link.

I tested with pdf files and work perfect

All you have to do is add a "<input type="file" name="file_name"/>" to your view inside a form

You will need a method that receives that through post it will take the form of werkzeug FileStorage object (http://werkzeug.pocoo.org/docs/0.10/datastructures/#werkzeug.datastructures.FileStorage)

From there you can check the file.mimetype == 'application/pdf' and store it either in the filesystem or in Odoo database in base64 format
