It seems your new group "User PR" does not contain any access rights.

Groups are not only used to restrict visibility of menu items, they are most 
importantly used to grant access rights.

And if you want some user to see a menu item, they not only need to belong to 
one of the groups required for that menu item, they also need to have the 
necessary access rights to see the documents. Otherwise the menu will be 
invisible too.

So your group "User PR" gives access too the "Purchase Requisition Ex" menu, 
but it does not give any access right to see purchase requisitions. When the 
user has also the group "Purchase/User" it works because they have the right to 
see PRs, but of course now they see the normal Purchase menu.

To fix your problem, you need to copy some of the access rights from the 
"Purchase/User" group to your new "Purchase/User PR" group. You need at least 
the access rights on Purchase Requisition objects, but probably you'll want to 
give them some more as well. Review the list and experiment until the user has 
enough access to perform their job.

Then users with only "User PR" will see the menu and will be able to access it.
