It's a realization. What going to happen in future. Odoo in to business and not in social work so charging for some apps can understand.
As Stefan said don't confuse with enterprise version and community version
Better name it base/core modules, common for odoo and community and keep this without any versions
And keep apps paid and free. So community and partners will be confident to promote odoo as the best solution. And it's all can understand otherwise our eco system will be disturbed.
