sadly it doesn't let you choose a different UOM per supplier, the supplier
UOM has to match the product UOM

the phantom BOM approach seems likely to be part of the solution, it is
just a bit odd because this is not "our" BOM, but a suppliers pack that we
want to break up for stocking purposes.
