For me, personally Ubuntu server is better. Any server edition or bare bones Linux distro are also good. Depending on your experience. Mainly being, the memory and CPU footprint is much better. But also, I prefer Linux in general for servers anyway.

If you are going to use it in development, I guess there should be no reason why you can't use Windows. But for production, I'd say Linux. But, no reason why you can't use Linux for development as well.

Other reasonn for me is scripting daily backups and control over the services. Yes, Windows have power shell, but I don't think it's quite there in terms of full control over the OS in a CLI. For me, desktops are not for servers, but for using programs that demand a GUI. It's a waste of resources..

Anyway that's my opinion.
