hi there

I am a newby as a odoo developer myself (but an old hand with ubuntu and 
python ..)
However, I do not think, that odoo runs on windows.

So your options are like this:
- set up a virtual machine running ubuntu (use virtualbox to creat one)
   on that virtual machine run the following commands in a shell as

INSTALL odoo on a ubuntu server
instal git:
     apt-get install git
clone install scritpt:
     git clone
change to the folder with the ubuntu script:
     cd /root/openerp-install-scripts/odoo-v8/ubuntu-14-04
change the execution bit:
     chmod +x *.sh
run the installation script:
start odoo-server:
     service odoo-server start
check that it runs:
     ps aux | grep odoo
navigate to odoo on your localhost:
     open a browser, navigate to:localhost:8069/
fill in the fields in the screen that pops up:
     the master password is to access the management screen
     the password is:superadminpassword (set in the setupscript)
         This password is required to create, delete, dump or restore 
     Set the database name to redcor (or what ever)
     Select Language and new password

on windows, you can set up any development environment you like.
There are a number of them:
- eclipse with pydev
- wing ide (my personal favourite, but it is commercial. there is a free 
edition though)

there are more, but i know and work with these two.

To access the files on the virtual machine from your windows box you 
need also putty installed.
