I think we shall have in the technical documentation a checklist with all the important things to do to optimise the database. Some tips are often given in this mailing list, but there is no place where all the informations are summarized.

Of course the postgres documentation itself is very good, but I still think we shall have another documentation which give the tips specific for the Odoo case.

You will certainly need database tuning and code optimization, depending 
on the type of transactions you record.
We have 12000 stock locations and 1M stock moves/year and keeping it 
smooth is not trivial, we need to make optimizations regularly and we 
need to be extra careful when developing custom modules.

Also, because Odoo does all the reporting on the operational database, 
all analysis views become mostly unworkable with too much data. You may 
have to arrange other means of reporting (envisage a distinct data 
warehouse if you can).

Odoo SA can offer optimization services for a fee.
By the way, are there other partners reading this who are able to sell 
optimization services too?
