nope it goes far from just deliverying a document to the customer. The new legislation imply a direct connection and transfer of information, through a black box, to the belgian tax authorities. This is not a daily transfer of info but a live one... So as soon yo've made your sale the information are sent to the BTA.

There is several certified black boxes on the belgian market and and I think that there is a harmonization of the api... anyway there is a big work to do, to integrate with it and a huge one to go through all the certification process...

The objective of the ruling is to fight against non declared (20%?) sales and VAT, namely in the HORECA business.

The opportunity for Odoo would be to warrant that the POS apps used in the HORECA business fullfil all the legal and mandatory requirements of this new regulation .

  • Specifically the delivery of a printed sales ticket to each customer at the payment time, AND the accounting journal report to be send/communicated to tax authorities (to be verified) on a periodical basis (daily?)

Of course an efficient lobbying would be necessary toward the Belgium Tax authorities to make them certify that the Odoo POS App is compliant.

From what we can read, there is a fixed cost amounting from 600 euros to ? for all businesses including the smallest.

This amount demonstrates the importance of this opportunity for ODOO. (let assume there are 100 000 horeca businesses in Belgium >>>>600 eurosx 100 000=?)
The traditionnal vendors of cash registers are now on line with new business. They are the competitors for Odoo.

Depuis le 1er janvier 2015, un document de contrôle doit être délivré pour chaque repas sur place, même si vous ne travaillez pas (encore) avec le SCE.


Il est constaté que certaines entreprises demandent leur carte VSC, mais omettent d’activer leur SCE, en invoquant la date limite d’implémentation qui leur est / a été communiquée par l’Administration (30/6 – 30/9 – 31/12). Pour cela aussi, l’Administration fait preuve de tolérance, mais souhaite souligner que ces entreprises doivent obligatoirement délivrer un ticket de caisse TVA d’un SCE ou un reçu TVA papier pour tout ce qui concerne les repas consommés sur place et les boissons en accompagnement. Jusqu’au moment de la mise en service obligatoire du SCE, il peut cependant être délivré un ticket de caisse ordinaire, par voie de tolérance administrative.
