Only customization, not custom development. If you have any doubt, you can contact our sales and they will quote for your specific use case.

Yes. But it's not a module, just a parametrization (a very advanced one).
Note that the SaaS and the on premise are not exactly the same version (the SaaS includes the need features every few months whereas the on premise releases one version per year). So, if your goal is to go from SaaS to on premise, you need to do it once a new release is published (at that time, the SaaS and on premise are exactly the same version for a period of 2 months every year)

I would like to take advantage of the implementation offer from Odoo before the end of February (it's a great deal:)), hence my questions, and yes, I understand that support and training would be limited to the instance of Odoo I'm paying for to be hosted, not any instance that I may be maintaining myself on-premise.
