The Health and Welfare Information Systems Center (TEHIK) is an information and communication technology competence centre in the field of health, social and work. We implement the most important IT projects in the public sector, advise other state agencies on new developments and administration, and we are pioneers in new technological solutions.


TEHIK started operations on January 1, 2017, when the ICT Department of the Ministry of Social Affairs and the Estonian E-Health Foundation were consolidated. Today, TEHIK is a partner for the Ministry of Social Affairs in creating new e-services for the Social Insurance Board, the Health Insurance Fund, the Health Board, the Institute for Health Development, the State Agency of Medicines, the Labor Inspectorate, Ashtanga Vocational Rehabilitation Center and the Equality Commissioner. In addition, TEHIK has an important role to play in ensuring the operation of the data register of social services and benefits for local governments and in cooperating with health care providers, who must be provided with data exchange with the health information system.
