UPDATE:

So after checking out the details of the code. The issues are 2 fold.

1. Menu Item Access Rights

2. Submenu Item Access Rights

The default UTM is set up only for Extra Settings / Technical Features so this is why it doesn't show up unless you are in DEBUG mode. Using the add-on for 10.0 that Adds Technical Features to a user other than admin might help, but the easy answer is just a) create a new group, add your members that need access to this feature to the group, and then go to both the UTM Menu Item in Technical Features and add this group to both the UTM and the UTM Submenu items Access Rights, or b) if everyone that can see leads should be able to see this then just add the "Show Leads.." group to the Access rights for UTM..

Additionally, you will need to give them access to the Link Tracker which is the parent of UTM. The Link Tracker by default is also restricted. You can choose option a or b above for this one too.

I did it and tested it without DEBUG mode and it works perfectly. Why it is setup for Technical Features only is beyond me.

Not alone. Have been wondering the same thing. Also need to be able to provide access to this app for certain marketing people, but no idea how to do it in CE because it doesn't display for users.
