I notice the field "Home Address" in Employees screen show users along with partners. Is there any reason behind this or is this just an overlooked point to be improved? (I do not think users should show here. It causes confusion when partners are created for users using the same names.)

Home address field is m20 relation with res.partner object
Once you create any user it will create one partner with the same name.
So, the one partner is also created as you create the user and this field shows all the partners.
So actually it is not the user, its a partner.
