We have an issue during upgrading the community edition we did the following steps

• New community installation
• Download enterprise source code
• Copy enterprise addons to our community setup (we don't have any other addons except these)
• Install web_enterprise

Until the last point everything was working as excepted, the issue happens during the subscription code submission
