Hello I have Odoo 12 installed and I can not install the package l10n_ve_cities and l10n_ve_states in odoo Download the packages I uploaded to the server in the addons directory and when I start the server and look for the location in the configuration, I do not see Venezuela, much less the states and cities

Did you UPDATE APPS LIST? Available in Developer Mode.

Thanks for your answer. However, the situation is this:
1. Save the uncompressed files l10_ve_states.zip and l10_ve_cities.zip in the path / opt / odoo / addons with their owner odoo.
2. I checked the file /etc/odoo/odoo.conf and this is the path / opt / odoo / addons
3. When I enter Odoo and I want to configure "my company" with the states and cities of Venezuela, they do not appear
4. Relice the change to "developer mode" and do not observe the option that can help me
