Is the timesheets module meant to be used as a self service? If so, are there separate user accounts for this purpose or do we need to license every single user? Not sure how that would work since we are also using contractors...

We will certainly reach out to Odoo if we decide to move forward with the solution. That said, having to pay for every contractor submitting a timesheet would be a deal breaker for us. I was hoping that there would be some built-in functionality allowing this.
Timesheet users are regular users. You should contact Odoo Sales about possibilities to handle that with external contractors.
