I subscribed to Odoo enterprise I now can't install most core modules without being charged for it, even when it's under LGPL license and even the module is ONLY in community version. that doesn't make any sense to me.

Unfortunately odoo enterprise contract is like that, suppose if you are a community user using the odoo sales and purchase and if you wish to upgrade to odoo enterprise inorder to get the Odoo Enterprise Accounting, you will be forced to pay for the Sales. Purchase and Accounting, where as sales and purchase was using for free before.
The reason odoo says is that, in almost all modules, when it is enterprise odoo is providing some extra functionalities, thus you have to be charged for all the modules.
Other option you can consider is to bring the feature you need to community edition if some apps are available in the odoo store or by developing them.

Odoo Enterprise is an edition and not a configurable collection of free and paid modules. The pricing page makes that very obvious.
